 CHAIRMAN HALFORD brought  SB 164  (MUN INCORP, RECLASSIFICATION,              
 DISSOLUTION) before the committee as the next order of business.              
                                                                               
 SENATOR RIEGER, speaking to a proposed Rules CS, explained that the           
 original title was fairly broad, and the committee substitute                 
 contains a new title which speaks more specifically to filing                 
 copies of an amended home rule charter.  He stated it was the only            
 change made in the committee substitute.                                      
                                                                               
 SENATOR RIEGER moved that CSSB 164(RLS) be adopted.  Hearing no               
 objection, the motion carried.                                                
                                                                               
 SENATOR RIEGER moved that CSSB 164(RLS) be passed out of committee            
 with individual recommendations.  Hearing no objection, it was so

 SENATOR RIEGER moved and asked unanimous consent that CSSB 164(RLS)           
 be approved for calendaring at the Chair's discretion.  Hearing no            
 objection, it was so ordered.                                                 
 CHAIRMAN HALFORD brought  CSHB 254(JUD) am(ct rule fld)  (OPEN                
 MEETING ACT) before the committee as the next order of business.              
 He noted there was a proposed Rules SCS for the committee's                   
 consideration.                                                                
                                                                               
 SENATOR LITTLE outlined changes made to the Judiciary SCS that are            
 contained in the Rules SCS.                                                   
                                                                               
 On page 5, lines 17 through 19, language was added that says that             
 subsection (f) does not apply to a governmental body that has only            
 authority to advise or make recommendations.  This subsection is              
 the voidable section that allows action taken by a governmental               
 body to be voided.  She added that the subsection does not apply to           
 an advisory-only body.                                                        
                                                                               
 On page 5, beginning on line 27, the definition of "meeting" has              
 been split out so that it has a specific definition for a policy              
 making body and a specific definition for a advisory-only body.               
                                                                               
 Senator Little said the bill, as written, is supported by the                 
 League of Women Voters, the Alaska Municipal League, the Alaska               
 Press Club and the University of Alaska.                                      
                                                                               
 SENATOR LITTLE moved that SCS CSHB 254(RLS) be adopted.  Hearing no           
 objection, the motion carried.                                                
                                                                               
 SENATOR LITTLE moved that SCS CSHB 254(RLS) be passed out of                  
 committee with individual recommendations.  Hearing no objection,             
 it was so ordered.                                                            
                                                                               
 SENATOR LITTLE moved and asked unanimous consent that  SCS CSHB
 254(RLS)  be approved for calendaring at the Chair's discretion.              
 Hearing no objection, it was so ordered.
